Accelerating the integration and optimization of areas under special customs supervision.

 

 

We will support the transformation of special customs supervision areas in the pilot free trade zones into comprehensive bonded areas. We will support the expansion of areas under special customs supervision to meet development needs. We will support the establishment of new comprehensive bonded areas and bonded logistics centers in eligible areas. We will improve policies and measures in special areas under customs supervision, promote functional expansion, reform and innovation, and promote the diversified development of bonded processing, bonded logistics and bonded services. We will support the development of bonded goods pledge financing in special customs supervision areas.

 

 

(11) promoting interconnected development within and outside the region.

 

 

Promote the supervision mode of carrying forward the bonded goods within the bonded areas, and allow the transfer of bonded goods between special areas under the supervision of the customs in the bonded areas, to implement the distribution of consolidation and reporting and the enterprise's own transport. We will support the in-depth integration of production, processing, logistics and service industries in and outside the areas under special customs supervision. The customs coordination and cooperation mechanism in the pilot free trade zone will be improved to achieve policy convergence, supervision linkage and efficient service within and outside the zone.

 

 

Iii. Support the development of emerging trade formats and promote the reform and innovation of pilot free trade zones

 

 

Support the development of cross-border e-commerce.

 

 

We will support the development of cross-border e-commerce, establish an interconnection mechanism between the customs supervision system and cross-border e-commerce platforms, and enhance information sharing. We will explore mechanisms for establishing cross-border e-commerce platform operators, foreign trade service enterprises, and logistics service enterprises to act as agents for customs declaration and tax payment. We will further improve the management model of cross-border e-commerce, optimize customs clearance procedures, and promote the healthy and rapid development of cross-border e-commerce.

 

 

(13) support r&d, design, testing and maintenance.

 

 

We will support the development of bonded services such as r&d, design and domestic and overseas maintenance of high-tech and high-value-added products within the special supervision area of the pilot free trade zone. We will support pilot free trade zones to carry out maintenance business for high-tech and high-value-added products at home and abroad, and promote the development of producer services.

 

 

(14) supporting the development of futures bonded delivery business.

 

 

We will support domestic futures exchanges in carrying out futures bonded delivery and warehouse receipt pledge financing business in the special supervision area of the customs in the pilot free trade zone, and expand the types of futures bonded delivery as needed.

 

 

(15) supporting the development of bonded exhibition business.

 

 

We will support the establishment of a bonded exhibition and trading platform within the special customs supervision area of the pilot free trade zone, and allow eligible enterprises in the pilot free trade zone to conduct bonded exhibition and trading outside the zone under the premise of effective guarantee, so as to promote cooperation between the guangdong, Hong Kong and Macao industries.

 

 

(16) supporting the development of financial leasing business.

 

 

With respect to the import and export of aircraft, ships, Marine engineering structures and other large equipment of financial leasing enterprises registered in the special supervision area of the customs in the pilot free trade zone, under the premise of implementing the current relevant tax policies and according to the actual needs of logistics, the customs shall entrust supervision in different places.

 

 

Iv. Support the development of regional industrial advantages, promote in-depth cooperation between guangdong, Hong Kong and Macao, and strengthen on-going and post-event supervision. 加快海关特殊监管区域整合优化。

 

 

 

支持自由贸易试验区海关特殊监管区域向综合保税区转型。支持扩大海关特殊监管领域，满足发展需要。支持在符合条件的地区新建综合保税区和保税物流中心。完善海关特殊监管领域政策措施，促进职能拓展、改革创新，促进保税加工、保税物流、保税服务多元化发展。支持海关特殊监管领域保税货物质押融资发展。

 

 

 

(11)促进区域内外联动发展。

 

 

 

推进保税货物在保税区内结转的监管模式，允许保税货物在保税区海关监管的特殊区域之间转移，实行结转申报和企业自有运输。支持海关特殊监管区域内外生产、加工、物流、服务等产业深度融合。完善自由贸易试验区海关协调合作机制，实现政策对接、监管联动、区内外高效服务。

 

 

 

三世。支持新兴贸易业态发展，推动自由贸易试验区改革创新

 

 

 

支持跨境电子商务发展。

 

 

 

支持跨境电子商务发展，建立海关监管体系与跨境电子商务平台互联互通机制，加强信息共享。探索建立跨境电子商务平台运营商、外贸服务企业、物流服务企业代理报关纳税机制。进一步完善跨境电子商务管理模式，优化通关手续，促进跨境电子商务健康快速发展。

 

 

 

(13)支持研发、设计、测试和维护。

 

 

 

支持在自由贸易试验区专项监管范围内，开展高新技术和高附加值产品的研发、设计、国内外维护等保税服务。支持自由贸易试验区开展国内外高技术、高附加值产品维修业务，促进生产性服务业发展。

 

 

 

(14)支持发展期货保税交割业务。

 

 

 

支持国内期货交易所在自由贸易试验区海关特殊监管区域开展期货保税交割和仓单质押融资业务，根据需要扩大期货保税交割品种。

 

 

 

(15)支持保税展览业务发展。

 

 

 

我们将支持建立保税展览和交易平台的海关特殊监管区域内飞行员自由贸易区,并允许符合条件的企业在飞行员自由贸易区进行保税展览和贸易以外的区域有效的担保的前提下,以促进合作广东、香港和澳门产业。

 

 

 

(16)支持发展融资租赁业务。

 

 

 

关于进出口的飞机,船舶、海洋工程结构和其他大型设备的融资租赁企业登记在海关特殊监管区域试点自由贸易区,实现当前的相关税收政策的前提下,根据实际需要的物流,海关应当委托监管在不同的地方。
